    NOTICE: USPS Address Verifications due by November 23!

    Just in case you aren't aware of this, ANY ORGANIZATION that sends bulk mailings MUST HAVE the zip+4 code on mailings no later than November 23rd in order to comply with USPS regulations.  In F1 (and if you have the Enterprise edition), your address will verify if it is entered through the New View screen.  Any addresses that are entered through the "old view" (individual people record) or through Weblink are not verified.

    When we converted to F1 last year, we didn't learn until after the conversion that we didn't have the correct version required to verify addresses.  As of today, we have roughly 8,000 records that we are going to have to open up and verify within 3 weeks.  F1 support suggested that we purchase a separate software package to export our addresses into, verify them, then import them back into our system.  however, at this time, we just don't have the funds available to purchase it.

    It took us 2 weeks to get an answer from USPS to find out if we were required to comply.  I just wanted to save anyone else that time and make you aware of this upcoming requirement.

    I don't see any information on usps.com.  Is there a website that explains this regulation further?  Thanks!  :)

    Thanks for the heads up Katie.  This sounds intimidating to me.  I am hoping to use excel to export the data and send to a mail house and have them scrub the data and then import it back in?  Hopefully it won't cost as much as purchasing the software.  I wish F1 could just scrub all of our records and update them.

    We found a company online called autozip.com.  They charge $2.75 per 1,000 records, and that is for CASS, DPV, and NCOA verifications.  Also, we've discovered that F1 does house the Carrier Route in the "old view".  However, you can't see it in the new view and, when you run a query, you have to run it as "Household address does NOT contain carrier route" in order to get it to pull those records with carrier route. 

    I also think that F1 needs to scrub the records, but I'm sure they have bigger fish to fry.  They do, however, need to get in gear.  According to our mailing service, the USPS is going to require ALL companies participate in Intellinet by 2010 (that involves barcoding and TRUE CASS certification).  Customers need to be able to use this system fully and not have to use a 3rd party just to do a mailing.  Hopefully, by that time, F1 will have CASS certification in place.

    Obviously at some time within the past six months, Fellowship One had some indication of this as our records started appearing automatically with the 4 digit extension.  We removed them as when we did our mail merges, it messed them up.  Now, I find out they all have to be back in by Nov. 23rd!  I have over 14000 entries.

     If we choose to go with the company that will put them back in for us, is that easy to merge back into our F1 data?

     Any help anyone can provide would be greatly appreciated.

    One report that autozip.com will send you is the CASS certification report.  From what I can tell, this can come to you in a .csv file.  If I were you, I would contact Lance Dacy at F1 and ask him if they could then take that report and import it into your database, thus linking the addresses to the already existing addresses.

    What autozip.com does is take your list of addresses that you send them, check them against the USPS database, verify the addresses and list any changes that need to be made, then send you the reports back.  It will be up to you to make the changes.

    Fellowship can identify an Excel report that you can use to export all of your household primary addresses with the household source code number.  Fellowship can also provide a standard excel format for uploading household primary addresses.  (They could make a new report for this purpose so the output you use for validating with autozip is in the standard F1 upload format.) This standard format has a column for the household source code number.  You can take the export, validate the zip+4 with autozip, then reformat the Excel spreadsheet to the Fellowship upload format and submit to them to upload.

    What about individuals? The report that we send to our outside company will have to be by individual.  Some of the changes we will receive will be for a particular individual, while others will be for the household address.  Will F1 be able to apply the changes to the proper address fields?

    On November 23rd the USPS will be implementing a change in how they discount bulk mail.  While Fellowship Technologies does not provide CASS or PAVE (bulk mail) solutions, we do have some customers who have created a good work around that will no longer be successful after this change.  With this post, we will attempt to clarify the impact of this change and the functional intent of Fellowship Technologies moving forward.  This does not impact anyone outside of the US.

    In simple terms, CASS is a validation that your addresses are clean and well formatted easing the burden on the USPS; this is how they are able to offer a small discount.

    Also in simple terms, PAVE will bundle your mail down to the actual postal carrier’s load, taking the burden of this sorting off the post office; this will result in a substantial discount and includes significant savings.

    CASS is a pre-requisite to PAVE as a way to validate the accuracy of the bundles.  The post office will waive this requirement if you are willing to print “Return Service Requested” on every letter which will kick back those that are undeliverable and in turn charge the customer the full postal rate.  Essentially this is an insurance policy allowing you to vouch for the address accuracy.

    As mentioned before, we currently don’t offer either of these solutions; however, the ingenuity of our customer base has managed to find a good work around.  Many of our reports that result in a list of addresses have been given a “sort by zip code” option, allowing our customers to manually find the postal code breaks, bundle them appropriately, mark “Return Service Requested” and submit them as PAVE reducing their postal rate as much as 75%.  Excellent!

    On November 23rd the USPS has modified their bulk mailing program to require that all zips include the optional +4 digits a CASS listing provides to qualify.  If even one letter in the batch does not have the +4 extension, the entire batch will be delivered, but the bill will be adjusted to the full postal rate.

    Understandably, we have heard quite a few people identify concern as they approach a typically large mailing season (Christmas followed by contribution statements).  We have put our heads together to help our customers and have come up with the following course of action.

    ·         Building a CASS solution will be a priority project for 2009

    ·         A temporary stop gap solution will:

    o   Clean all zip codes nightly to include the +4

    o   Create a new report using a people list that allows you to sort by zip and move those without the +4 to the back of the pack

    o   Users will run the reports they currently run, save the results as a people list and follow that by running the new report in the previous bullet

    o   Because people lists are being used, any process that can create a people list will benefit from this change

    o   The timing is unclear, but we do understand the urgency

    Sounds like a good process, but I'm still waiting for FT to "identify an Excel report that you can use to export...".  Same for "a standard Excel format for uploading...".  Has any client done this yet?  Any recommendations or suggestions?

    We have no import tool so exporting your data and cleaning it through a 3rd party will only give you a list of clean data.  We discussed the development effort to build something like this and decided not to at this time; three reasons:

    • we should invest our time building the automated data cleansing solution instead
    • the timing would be several months from now if we started today
    • your data would be out of date the day after you did it creating administrative overhead

    A2500E can be used to select address type, attributes, and status.  The output is an Excel file in he same format as the Fellowship One Standard Data Format Address Excel spreadsheet used for uploads.  It is possible to take this output have the ZIP corrected to ZIP+4 and submit to FT for upload.  I would recommend coordinating with FT in advance to gain their agreement & support.
