All of the above are good ideas. Another verification scheme that I've seen used in the past is to ask for a recent contribution amount and on what date. If you can successfully answer those two questions, your weblink account gets connected to your individual record.

Our church is about to begin this process in February. We're currently working through the hardware roll-out, church communication process, and volunteer staffing. I wouldn't say we have all the answers, but we're on target for February. If you'd like to exchange ideas, please give us a shout.
